I plan to remove my fuel tank to clean it . What is the best method to get all the crud out? Should I have it lined?

Steam clean it -

That will work pretty well, i would not line it unless it is a problem inside. no real reason too.

How about a replacment?

Rob: Why do you want to remove the tank? Is there rust and corrosion in the tank? You may be better off with a poly tank with an inspection port. I you have had bugs in your tank you may want to consider new fuel hose from/to your tank.

Scrub it!

I pulled my original equipment aluminum tank a few years ago. I cut a good size (about 6") hole in the top (for which I later fashioned a 1/2" thick lexan cover. After getting out the slime and gook I scrubbed it with Comet till the black staining was gone, then rinsed repeatedly with water and let it dry itself in the sun. Nothing exotic there at all.
