delaminated flooring in cabin

I just bought a Hunter 30----1980 model----It seems to be in good condition---but there was an inch of standing water on the cabin floor. The boat is on the hard so I'm not sure how this rain water got into the boat-----maybe a hatch leak?
I noticed the teak & holly plywood floor was delaminating as a result.
My question ----is this merely a decorative floor over the fiberglass or is it structural? Could I just remove this plywood and put an outdoor type carpet over the fiberglass? I am about to have the boat surveyed----so this is something that will be looked at.

Hi Tony. I have the same boat as you, 1980 H30. Nice little boat. There could be several entry points for rainwater, shroud penetrations, rails, mast step, drain lines back aft, cockpit floor over engine compartment. My boat had big leaks at shrouds (sealed with butyl tape) and at aft drains (drain lines were cracked, solved by replacing lines.) The cockpit hatch over the engine compartment still leaks; I haven't addressed this yet. I think the floor is 1/8" or so teak and holly vernier on 3/4" plywood which rests on fiberglass. So not really structural. You could put something on top once you've fixed the leaks.
