Cyclades 393 tiller arm replacement

Hi all
Need to replace the tiller arm (where the auto pilot ram attaches to the rudder stock) which currently is a bunch of rust particles holding hands.
Having given my left kidney to L&S France and waiting forever I finally have the new part.
My question is, does anyone know if this piece is also responsible for holding the rudder in place so if I remove the old one the rudder will drop to the ocean floor? Or is there something else holding the stock in place and the tiller arm just bolts around it?
Love some info as this will determine if I need to lift the boat or not to complete the repair.
