Cracks at the bottom of the bilge

I found some pretty deep cracks down in the bilge after removing the diesel tank.Pictures:

it look like structural damage to you, or just some cracks in the outer layer of resin (or whatever the black/brown stuff is)?

It looks like cracks in resin. Does not appear to have any glass in it. Maybe this was done to smooth out the bottom and seal it- or it was pooling of excess resin during layup. Inspect the outside bottom of the keel, if no cracks on the outside then your good to go. If there are cracks then grind, sand, reglass.
