Absolutely. Incorrect placement can cause stresses where the hull is not designed to withstand them.
I had a similar issue about 5 years ago with my marina. They placed al the stands where they should have been but they put a piece of plywood directly under the keel at a very narrow spot. Consequently, the plywood buckled over the winter and allowed the boat to sink. The jack stands however, did not sink and were pushed into the hull causing a surface crack. I immediately took pictures and called the yard owner out to look. At the same time I called my insurance company and they had a surveyor out to me the next day. The surveyor agreed that the yard was at fault, and that the crack was superficial but that it needed repair. He had a heart-to-heart with the yard owner and it was agreed that the yard would have the repair done by a on-site fiberglass company. The surveyor came back to inspect after the work was done; wasn't happy, and had the fiberglass guys re-do the repair.
My yard no longer places plywood directly under a keel.
