Probably the single most important thing to look at is the hull/deck integrity. Walk around the deck, in the cockpit, and feel for softness. Look inside on the bulkheads, under the windows, etc. for water damage. Look around chainplates and anything attached to the deck to see if gobs of sealant have been applied in an attempt to stop leaks. Don't be alarmed if you see small cracks (crazing) around some of the deck hardware. These are most likely superficial. But if you see lots of cracks around structural members (eg. chainplates for stays and shrouds, mast-step, motor mount), these might mean there is major work to be done.
Check out Sailnetdotcom. Click on the section on 'Buying a Boat.' Look for the sticky thread 'Boat Inspection Trip Tips' by Sailingdog. It will provide you with more boat buying help that you hoped for. After you inspect the boat using his tips, you might not need a survey (ie. you'll either be able to reject the boat outright, or you'll find the boat to be worthy of consideration). If you find the boat to be worthy of consideration, you might find that there are things that will help you negotiate the price. At any rate, it will help you make an informed decision.
Beyond that, there are too many things to look at to be able to tell you in a few short paragraphs here. On the plus side, C22s are pretty simple boats. Most of the things that break or go wrong are easily addressed by the do-it-yourselfer...especially with the help of all the DIY boat owners on these forums.
