compression post full of water

My compression post fills with water. After a few days of rain I can siphon up to a gallon of water from it. For some reason it doesn't make it to the drain hole at the base of the post. My counterweight seems to be frozen. I'm wondering if the counterweight is preventing the water from making it's way to the bottom. There is a grounding wire from the mast that makes its way through the post and is grounded to a keel bolt. Does the wire run through the counterweight? Are there holes drilled in the counterweight that allows water to pass through? If so are the holes clogged? Any help is appreciated

So my '91 h30 leaked water from the PVC wire raceway pipe that brought the mast wires into the cabin through the deck. There were no drip loops on the vhf antenna cable or mast light wires. Also, the drain holes in the mast base were plugged. This lead to water filling the mast base and overflowing the raceway pipe, down into the compression post, but apparently slowly draining into the bilge. The cast iron counterweight was about 30"long and rusted solid in the post. The weight was essentially the same diameter as the post ID. No holes in it to pass grounding wire. Also the ground wire from the mast may simply fasten to the top of the post, and another short piece fastens from a tab welded in the foot of the post internally to the keel bolt. I beat the counter weight out of the post in order to run a single piece of #4AWG from the mast to the keel. I also caulked the cable raceway pipe in the top of the cabin to stop future leaks. Worked well.
