I see water under the drain.Where does this water go? If it is to the bilge, then I can't seem to drain it.

They should go to thru hulls on the hull, don't want them discharging into the bilge.

Mine drain out the transom, one on each side. There are two hoses connected to the drains, they do not pass, GO, they do not collect $200. 
You may have a leak in one of your hoses. You might want to put a water hose on the drain and start running water to see if there is a leak.

Barnacles like thru hulls. You could slid a plumbing snake down each to see if they're clogged.
If the thru hulls are below the waterline the hoses will contain water.

Mine have a little bit of a dip in the hose that holds a little water (and other crud). It's on my list of things to fix.
Try running some water through them and see if they drain overboard like they should.
