It has been under treees for a while and is dirty.

I would start with a light compound. try a bit by hand but if it is too tough, a wheel would work nicely. Caution - the wheel can buzz through your gel coat very easily, so be careful.

acid or base

Before you get to the compound and rubbing polish clean it. Acid based On and Off will work with most stains. Some stains like tern guano are resistant to acid, even miriatic.
Use a caustic for them. Like Liquid Cascade. Once the boat is clean use the outstanding hull compound-polish wax method developed by ME Sail in the Archives.

You can use it on the hull, Non skid decks, vinyl seats and stains on the sails. It has worked on any cleaning projects I have came across. Available at any West Marine stores.
