fabric cushions are soiled and have mildew/mold spots. Any commercial spray on products that will clean this up ?

As per Peggie Halls suggested treatment for mildew we removed the foam from the covers, washed the covers, and treated both the foam and the fabric with a product from Rariton called KO. Check the archives on this site for the details. Still use it each season just to keep them fresh.
I am just washing my cushion covers, so I am glad to have stumbled upon this post. I didn't even think of treating the foam cushions with a spray prior to refitting the covers. I found that soaking the covers in the laundry sink for a few hours each worked wonderfully to pre-treat prior to placing in the machine. I will check out the spray.... Thanks!

On the smoother vinyl portions, you'll be amazed at what plain white vinegar does. I use it everywhere on smooth surfaces.
I had some mildew on my fabric cushions and even dry cleaning didn't completely take it out.
