Cleaning and pressure testing heat exhanger

I removed the heat exchanger this weekend. The raw water inlet was 90% closed, I think I found the source of the steam problem. The raw water outlet and the tubes seem fairly clean. I have seem many posts recommending taking the exchanger to a radiator shop for servicing. Engine is a M25 with a 3" heat exchanger. Question is, What pressure should the exchanger be tested?

I had heard all the problems with the mixing elbow and feared this as the cause for the steam, the other possibility was the raw water thru hull. My mixing elbow appears to be a cast bronze fitting, not the welded black pipe most seem to have. Checked it, completely clear and the thru hull had plenty of flow. Two years ago had washed out the exchanger, replaced the gaskets replaced the impeller and thermostat. I think I will try the LimeAway method from now on. As I understand it, run LimeAway thru the raw water strainer, thru the impeller and thru the exchanger back into the bucket, allowing the strainer to collect any debris. Just went down to the truck to see if there was a mariachi band in the exchanger, nothing loose and good flow when I washed it out. Thanks again.
