There are some areas that you can get away with different licensing. In Virginia waters you can use a Virginia Salt Water Fishing License ($12.50) There is another license that you can get from the Potomac River Fisheries that covers more areas. I am not sure what the Chesepeake Bay Sport Fishing License Covers (anyone with this information please post it).I use to work on a charterboat that went out of Reidsville, when I was much younger. Here is a good trolling setup.Your line from your rod is tied to a swivel snap. Then a leader is made. Start the leader with a two way swivel. Go two arms lengths of 30-60 lb. line. Go to a swivel snap. Attach a 6-8 ounce in-line sinker. Put a swivel snap at the end of that. Use 2 more arms lengths of line and tie that directly to your lewer (bucktail or a spoon). That rig works well, especially behind the sailboat, and you will have less snags, tangles, and other problems. Good luck
