Having written the book on those water ballast boats, I would say to you, no. The centerboard is held by a centerboard bracket that has to be released via a nut with a 1 1/8 inch deep socket under the cover plate surrounding the compression post inside and then you will in all likihood have to wiggle that center board for the housing or bracket to lossen up and be able to pull it out and down. There are pins that would probably come out and sink thus loosing parts and the centerboard itself and so on. Suggest you bite the bullet and have a travel lift take the boat out.
