I have to replace the centerboard pendant because it is not pulling up the board, but what are the chances that the ring or whatever the attachment is on the board is broken or rotted? I cannot pull the line up through the tube into the cockpit it is getting stuck. I wonder if the hasp is getting caught, or hopefully not that the ring on the board came out and is getting caught?
You're going to need to get at it from under the keel somehow. Is the boat sitting on stands? In the water? On the trailer?
The shackle could got disconnected from the board somehow. Your pendant line may not even have a shackle. It may have a cable with some kind of a ball attachment on the end. Some O'Day 25s are set up different than others depending on the year of the boat. The only way to find out is to get the boat to where you can get at the board and get it down enough to check it out.
If your centerboard pendant line has a shackle on the end, it's possible that the cotter pin broke causing the rigging pin to fall out.
I had a broken cotter pin on mine one year and I'm glad that I spotted it and replaced it with a new one. I check my board every year now. In fact I just painted it about a week ago.
Getting the boat to where you can drop the centerboard is probably the hardest thing you're going to encounter. Replacing the pendant line is easy if you can get at the board to drop it.
To replace the pendant line you can tie a strong string to the end of your old pendant line from inside the cockpit. Then pull the pendant line through from the bottom of the keel thereby pulling in the string to use as a tag line to pull your new pendant line up into the cockpit.
If you need to have the boat lifted, you could check with Rudy on the pendant line and order it first.
