I'm new to sailboats. My Oday 23 centerboard refuses to lower and the lanyard is very frayed. It may be the cause keeping the board retracted. In any case, can anyone guide me as to how to gain access to lanyard attaching point. My new purchase seems to be turning into a project boat, but its mine now so I'm gonna deal with it one day at a time. Thanks.

You're going to have to get at it from the bottom of the keel. Is the boat in the water or is it sitting on a trailer? Is it sitting on blocks and sailboat stands?
Once you get the centerboard down you'll need to tie a strong twine to the end of the centerboard pendant line in the cockpit or the cabin depending on how the boat is set up, and pull the pendant line out from the bottom of the keel and the line in.
The take your new pendant line and tie the end to the twine to it from the keel and pull it up after connecting the shackle to the centerboard.

It's really a simple job. The hardest thing is getting at the bottom of the keel.
I'm going to take a guess and say that the bottom of the keel should be at least 18" off the ground in order to let the board down far enough to get at the shackle to disconnect it. I think that the board is no more than 12" wide.

Keep a dowel rod of some sort handy to give it a nudge down. These are notorious fo getting stuck. On mine the trunk that it fits into has a slight bulge, and the board itself is slightly warped. A PO also painted the stupid CB with anti fouling paint (mine is kept trailered, no need for bottom paint).
