Centerboard cable housing

Hello all Boat was FINALLY put in the water today!! All is well, however I have a small weep through the base plate of the centerboard cable braket. There are 4 bolts going through into the hull and it appears that the forward starboard bolt area has the problem. I do see that around this plate and bolts one the the p/o put some kind of sealant. Questions 1 - How are these bolts anchored and can they be tightened? 2 - Any suggestions as to maintenance of the entire cable housing (base plate on hull, piping and sheve housings for when I hall the boat in the fall? As always thats for the suggestions Greg P36-2
