Caulking around rudder post

Found this today as I’m prepping the bottom for paint. What’s the best way to fix this?

I have found the same problem on mine. Did you find a fix?

Yes, I pulled all the caulking out, cleaned out all the voids and mixed up some thick epoxy to fill in. Looks great and is solid now. Not sure what happened in the first place or why they'd choose to fix it like that.
