Difficult Issue
It would seem that instead of starting anew that the relationship of moorings to campgrounds might be examined in more depth by Catalina and your survey.
One of the depressing things about so much legislation is that the authors tend to completely forget about WHAT DOES WORK and start all over again, repeating the mistakes and completely ignoring the successes.
It would be worthwhile if any of us have any camping experiences, for instance, where these things do work, and add them here.
The one comparison was separate anchorages. I would guess that some loud mouths would object to, say Avalon, being chosen as a quiet cove. Some wouldn't like to be "differentiated" and told go go elsewhere. Every choice has its consequences.
We have a neighbor who had a barking dog. Dog only barked when the neighbors were at work. They couldn't see our problem and our point maybe doing something about it; the trigger was another dog walking along the street. See the dynamics here? Had? Dog finally died, much quieter now, but 8 years of really unpleasant mornings and evenings out on our OWN deck.
There was a recent obituary for "Common Sense." And then there's the old: if it was so common...
