Catalina 28 keel coating flaking off

I have a 1997 Catalina 28 MKII, just purchased Spring of '08. When the boat was hauled for the winter I inspected it and found that large patches of the paint are flaking off the keel surface exposing the top coat of glass cloth (?). Has anyone else experienced this? What action did you take to repair it. I want to remove the bottom coat on the entire hull and repaint over the winter but know I need to resurface part/all of the keel surface first. Any help would be appreciated.

I notice spots from running aground that need to be fixed. I used MarineTex. It was easy to use. I recommend against removing the bottom paint from the entire bottom. Just do the area you need to patch on the keel.

You was wasting time and money redoing the bottom of a 1997 boat. How bad can it be if the owner used a good ablative bottom paint. I have the same multi - year on for 3 years with no problems.
