Lock Pin
First I would try to make sure that the pin is in contact with the keel. When I bought my C22 2 years ago, it was tough to get the bolt out. When I removed the keel for pivot hole repair, I found a groove worn into the keel from the previous owners most likely forcing the keel up and wearing a 1/2" wide x 1/4" deep arc of a groove into the cast iron keel. There are differing opinions on sailing locked or unlocked. I gennerally sail with it unlocked. This is because I moor in shallow water and raise the keel all the way and I find the boat rounds up in a heavy header very well. I also added the anticlunk pads from Catalina Direct. I usually spill air before I round up, my son's like to push it. Good luck
