Thanks again to all that replied regarding my mysterious strap found in my boat.
Now for another item found on the boat.

This item may be familiar to some of you, but I have never seen one before.
It looks like it is made to pull on a sheet or line. I has a set of jaws that tighten as you pinch the line and pull on the handle allowing for more purchase. On the back it has a pin that would fit in a hole to pivot.

It serves to pull on something specific, but what???

Your supposition is correct. It is designed to tension lines. The pin drops into a hole and the rest is as you described. So, look around for a hole on the mast most likely.

My friend had one of those to tighten the reefing lines right as they emerge from the boom just under the gooseneck. It was to apply that last bit of tension to pull the clew down tight to the boom. There should be a bracket on the mast under the boom with a hole in it.

Specific Use

My '81 has a Cruising Design Yankee Furler, and that thingy fits in its hole on the drum to tension the halyard for the furler. You'll notice that the halyard is wire, but has a rope tail.......that's why.

Found it!

DING,,DING,,DING, Dave wins the prize.
As directed, I found the hole in the Cruising Design furler drum. Has a steel sleeve to protect the aluminum drum. Found other holes in the mast and boom but none were sleeved for the size of the pin. Too bad since I am getting ready to cut the drum open with a grinder. No way to take it apart. The aluminum extrusions are no longer connected to each other and the sail is getting damaged. C.D. has no repair parts for this unit any more.
