with the pop-top up can we have a boom vang or boom kicker mounted for use when sailing and what other alternatives are there ?

Well, That may involve a major bit of reengineering. If I were to do it, 1) Revert back to a topping lift instead of the Boom Kicker. 2)You can always sail without the vang. but more importantly.... From my C22 manual: "Always keep the pop top down and locked in position with the fastening dogs when underway, or when in rough seas or heavy weather." They don't really consider any option on that. Other places also recommend having the hatch boards in place when it gets windy.

Don't do it
You should not sail with the poptop up. If you get knocked over the cabin will flood and you are done. For that matter never sail in strong winds with the hatchboards out and clip your cockpit lockers closed for the same reason. A C22 that gets knocked over will right itself. A C22 that is knocked over and takes in water will sink.
