Can anyone identify this material

I've started to grind down the rust on my keel. I have run into this rubbery material that's over top of the seam between the cast keel and the fiberglass. This material is at the rear of the keel. I'm not sure how far I should go in removing this stuff. Has anyone seen this before. What is it and should I just leave it alone?

Assuming that is the original hull to keel joint, the material is likely 5200 to seal the joint.
If you remove it, plan on a couple passses to re-apply a full depth joint after wire brushing what you can reach of the cast iron top of the keel.
If it is adhered well to both surfaces, leave it alone and continue your keel cleaning and priming.
You can elect to leave a flexible joint exposed or can fair in over top with Marinetex, or an epoxy filler with microballoons. It will likely show a crack at the soft joint as soon as you lift the boat as it is a point that fllexes.

Having never used 5200 can you apply it with a putty knife?
This stuff that I'm removing is about 1/4" deep. It must not have adhered very well because there's rust underneath.
I guess I'll just keep removing this stuff slowly and carefully.
My plan is to remove as much loose material and seal it with Por-15. Then use an epoxy filler and fair it out.

I have an 84 hunter 31 with a iron keel. I did just what you are going to do and it looks good after the 1st year. I didn't have the soft caulk you have. My keel had filler at the joint and over the ears where the keel bolts are. Max
