How do you clean without removing the cover. Issue 2 is threading the halyards from the mast blocks to the clutches. What is the process?

For issue 2 I use a claw grabber tool to thread lines thru clutches. Issue 1, I had a 270 and remember wrestling with that freakin' cover. I don't remember for sure, I may have unscrewed it and lifted it a little without removing it or the traveler to spray a hose in the area.
