C22 Swing Keel Cable Bolt

I have a '71 C22 swing keel. While in the process of removing the keel I noticed that the cable eye bolt had broken off flush with the keel. My question is how do I get that rascall out of there. I have burnt up several bits even a cobalt that the freindly Scotty's people advised was darn near indastructable. I do not have access to a drill press however, I think I could construct one. a piece of advice

When drilling into steel it is necessary to use a lubricant to cool the drill bit. There are drilling/cutting oils used specifically for this purpose. Rigid Tools makes one that would be available at a plumbing supply/electrical supply store. However, I have discovered that automobile anti-freeze (no kidding) is a supurb lubricant for this purpose. I use it in a spray bottle and constantly wet the contact area as I drill. The first time I tried it I was drilling stainless steel plate (very hard) and I was AMAZED at the results. It is less messy than oil, cheaper and reusable. Use a bucket or rags to soak up the run off so that pets do not drink it. It apparently has a sweet taste that attracts them although in small quantities it is not harmful.

I used the antifreeze trick and still couldnt' get a bit to bite into the sheared off bolt. I sarted the initial drilling process by using a small bit and graduated to larger ones. Nothing seemed to be able to bite into the steel bolt. Any further ideas on this would be greatly appreciated.
