C 250 WB ballast seal leak

I have a 1995 Catalina 250 WB and I'm having a small steady bead of water trailing from the ballast filling control seal (where the bolt comes out of the ballast). It bilges about every 4-5 hours. A sailor told me that I'm letting water into my boat for a ballast so that's expected, but I feel like the water should stay inside the ballast and not into my boat. Thoughts? Ideas for repair? there's a seal underneath where the port hole opens to let water in to fill the ballast. if your still getting water coming through the bolt inside the cabin, i suspect your seal outside is not tight. either because the seal is worn or maybe you didn't tighten the valve enough, i couldn't say

Thank you! I have seen that the seal looks worn on my port seal. I've heard of people using mouse pads to replace the seal. If anyone agrees, would you have any suggestions on what to use as adhesive to place it?
