Broken shut off cable lug broken!!!

Bought the 34 with no shut off cable....went to put my new one on ...tried to loosen the screw that holds the cable on the engine and the screw snapped!!!
I either need to drill the old screw and extract it...or take the whole engine apart to get to the assembly for the shut off lever.....anyone done this before? The screw was rusted so I let it sit with PBS blaster for about a week but to no avail.....screw twisted right off very easily....now the shaft of the screw is stuck in that little lug that holds the cable...don't know what to do and need help!!!

Was going to try to drill in it and use an extractor or just drill a hole straight through the lug...slide the shut off cable in and put a cable lock on either side of the lever.....HELPPPP!!!!

Highmillr, if I recall correctly, there is also a screw or nut holding the engine shut lever to the shaft going into the governor's body. Since the other screw holding the cable is broken, I would try to undo the lever, then I would cut the brass piece to free the cable. Then you might be able to replace just that little brass thinghie or you might have to replace the lever itself. You can also call Frank at the Yanmar dealer in your area: Marine Pro, on 520 in Cocoa (exit 201 off I-95).
