I would think you could have one made in PV. I had a new set made in SoCal. It does require a furnace to heat the plastic but that's a big city and I would imagine they do have something that will work. My guy may have done a set but it won't be economical to have it done here and shipped there. The yard should be able to do something for you! It shouldn't be that hard to make a form and the plastic should be radily available. What have they suggested? I hope they didn't try to screw it down. I know you know it is held by adhesive to allow for differing rates of expansion / contraction.
