Broke another tiller

Our original tiller was dry rotted and snapped on our maiden voyage. I ordered a new one from APS, drilled a hole for the bolt and went to sailing. On about the third trip the new tiller split from the bolt hole to the rear and forward.
Did I do something wrong? Hole was the right diameter and I drilled in the center of one piece of laminate, not between to laminates.

Mine was dry rot in broke when I got my boat. I make 1 out of 4x4. I use the old 1 of the template. Use dry treated wood, and basic tool.
