The boom on my 1986 Hunter 31' has 2 internal channels, each with rollers at the aft end. A line occupies the port side channel, but the starboard side is empty. Was something there? If so, what?
Sounds to me like the boom was set up for 2 sets of lines for single line reefing, one for the first (lower) reef point on the main and the other (upper) reef point. You don't say but it sounds like you're set up for only one reefing point. What does it look like when the main is up?

I would say that your second line is missing. Both lines are still installed on my boom. I have two reefing points on my mainsail.
Maybe you only have one reefing point on you mainsail. So the po remove the second line. Anyway if you only have one reefing point you don't need the second line.
