Boat Speed in Light Air

My Race director keeps emailing me question about our Catalina 27, 1977, standard rig speed in light air.
He wants to know our hull speed in 5 knot winds, 4 knot winds and 3 knot winds.

He thinks I am blowing him off, but I truly don't know because I sail without any fancy electronics to give me an Idea.

Can anyone give me an idea so I can get him off my back.

Tell him wind speed X 0.5. so 4 knots wind-->2 knots boat speed.
