Boat Listing Problem

I have a 31' Beneteau First 1993 shoal draft.
I bought the boat 3 years ago. At the time I noticed that it listed to starboard.
It might be my imagination but I think is listing more.
If viewed on the Starboard side the water is even with the white stripe just above the bottom paint. If viewed on the Port side the white stripe is about 2 inches above the bottom paint.
When viewed from the bow or stern there appeards to be a list to Starboard.
If I use a plumb line at the bow the list is about 3/16 inch in 1 foot. So I would guess that the boat lists about 1 inch at the water line.
I have checked the weight distribution of the fuel, waste and fresh water and it does not make any difference whether they are full or empty.
There are no leaks at the keel bolts.
Do anyone else have a similar problem?

When you checked this what direction was the wind coming from? It doesn't take much wind, even with bare poles, to cause a list.

It could also be caused by current, what happens if you turn the boat around in the slip?

Alot of boats list based on stored stuff and or the way it's laid out. I know of 2 B42's that list for no apparent reason. One owner elected to put lead weight in the high side to counter the list. he added about 250 Lbs.
