The link is to an eBay vendor's listing. I think this is the same Garelick you mentioned. It will fit the transom of the 23 (mine has to go to Stbd as the outboard is hung to Port. The other one I mentioned last week is 1.5 inches wider, and SHOULD fit also, but I would really need to offer it up and see. It's too hard to predict rudder swing clearance without having the ladder held in place. As I mentioned before, I am concerned that, with the 23's relatively high freeboard, this one won't hang deep enough without an extender...and they are increasing hard to find! This guy's price is right, though.
