Bilge Pump Question

Hello, I just bought my C-22 (first real boat) and have what I'm sure most will think is a dumb question. I have an electric bilge pump that connects to a hose and leads to a fitting in my transom. When outside the boat and looking into this fitting it appears to be closed. Could this be some sort of one-way valve that allows water to exit but not enter? I appreciate everyone's help.

you should be able to look back at the thrugh hull fitting on the transom and see if the is more than just the fitting,that should be around 1 1/4 inch,hose and the hoses that go from the drains in the cocpit should be 1/2 inch,those go to the keel housing,good luck with your new boat,as my wife and i picked one up not to long ago,bill&judy also if it is a one way valve make sure it opens easily,push a coat hanger into it and see if it opens if it does spray it good with marine lubricant to keep it working
