Best way to repair leak from toe rail?

We've got a leek coming in from the toe rail above the window on the port side of the aft cabin of our 35.5. What's the best way to repair this type of leak? It looks like a former owner removed the bolts and squeezed in a bunch of gunk but didn't do a great job.

Start as the center of operation the point where You think it's leaking from, loosen the toe rail bolts in both directions 18" from the under side, use some plastic or wood wedgws to seperate the internal flange from the deck, clean up the flange and wask it down with alcohol, now with a syringe applicator, apply the adheasive, I've used 5200, make sure you encircle the bolt areas and the shank of the bolts, when this is completed, remove the wedges and start from the center and work your way fwd and aft this will disperse the adhesive even more, hand tighten the bolts, and let it dry for the day, go back and tighten the bolts with wrenches, the 5200 will still be in it's original areas and not dispersed fully leaving a good rubbery gasket area, and a perfect seal.
