I used to feed a wxfax system with charts in the Pacific (in my younger days as a Navy weatherman.) A quick search of the NWS marine radiofax web page yielded the following which may be useful in your search for s/w.
Dedicated radiofax hardware is available from Alden, Furuno, Japan Marina Co.
