Beneteau First 38 - Masthead Pumping

My Beneteau First 38 has noticable masthead pumping even with the back stay cranked on all the way via a hydrolic cylinder. The pumping is all above the upper spreader. I have sag in the headstay that is not completely eliminated with the backstay fully on.

We don't use running backs.

Any thoughts?
