It is unlikely that the Javelin has a ballast or bilge pump. Boats that small typically don't have them.

Can you provide a photo of the grommet? It would be helpful.

I have several kayaks and when the family goes out, we always have at least one of these with us...

They can move a lot of water fast and the better ones will actually throw water on the up and down stroke. I used a hose clamp and added a short piece of Tygon tubing (Lowes) to the discharge spigot and I feel something like that would work well for your size boat. You could direct the Tygon tube out the rubber grommet and have a nice set up. Do a google for kayak bailing pump.

I picked mine up at a Dick's sporting goods but you could probably Amazon one easily enough.

I would guess that is a transom flap. It is indeed a dewatering device. After you capsize the boat is full of water, after you right it, you open the transom flaps and as you begin sailing the water rushes out the back and the boat is almost dry. The remainder might be got by Elevstrom self bailers, and finally a sponge. Pictures might help
