If I understand your concern it is that roughness of the paint that we see. That is common with the buildup of anti-fouling paint known as modified-epoxy. Ablative paints wear away down to the smooth gelcoat and then you paint again. But the modified-epoxies build up and get a wavy look. Especially if the owner does not sand before recoating. I know, I used that paint for years before switching to ablative. Having written all of that you know Don is right. Get that survey.
