Do you really need the Baby Stay on a 235 if 90% of our sailing is under 15 mph? If so how much tension should be applied.

Its the other 10% you'll need to worry about! ;^\
90% of the dismastings of 235 have happened on boats without the babystay connected.
It should be rigged so it is tight/snug when the backstay is OFF. You don't want it to effect mast pre-bend.
It will loosen slightly when backstay is applied.
