Atomic-4 valve problem

I have a Sea Scout Ship here in Port Orchard Wa. and the Columbia sailboat we have has an Atomic-4 gas engine that was overhauled last year. We have around 50 hours runtime on the engine and discovered that the #4 cylinder has a valve with a broken spring. It moves but there is no spring behind it to keep it shut. As a result #4 has no compression. Can this be fixed without pulling the engine? The other problem we have is water around the #3and 4 cylinders. The head gasket is good and when the engine was overhauled there was a gooseneck installed to keep water from coming back up the exhaust. Anyone have any ideas where to look for the water coming in? Thanks for the help. We are on a limited budget and we really don't need these problems but the boat needs to have an engine and we will have to fix this. John
