Not sure what these are. They are localize on the port hull and only on one area. Is this blistering? There is no bubbling, the area looks flat to the hull (see second pic). It's a rust or brown circular color. Anyone recognize it? I'm stumped.

Did the bottom paint have issues in this spot? ie did it wear off here first? Looks like the marks barnacles leave behind but don't have anything to show scale. Try a little scraping to see if it will come off.
