Rebedding
As with anything you do on boats, the key is preperatiion. You will need to remove all the old caulking and if necessary, lightly sand the area if that is the case. Acetone will not remove the old caulking since it is dry. Some folks use silicon but make sure it is marine compatible as the regualar kind purchased in a hardware store for bathroom purposes does shrink when drying. You can also use 3-M 5200 but when that dries. it is not going anywhere. There are two suggestions.Make sure you liberally caulk where the holes are as you can always clean up once the rail is tightened down. You can use mineral spirits too. IN fact, wetting a rag or finger with mineral spirits, you can smooth out caulking without it sticking to you.You mentioned u bolts. I am not that familiar with the 25 and may I suggest contacting Eddie Breeden if hard pressed for further information.Good luck and happy sailing
