Can't tell for certain. On my previous boat, I ran a loose-footed main, and the sailmaker provided me with a nylon/Velcro strap to pass around the clew ring and around the boom. The intent is to take the load off the slug that fits in the bolt rope groove. Could yours be something similar?
The mystery is solved. It is a lifting strap for the mast used in un-/stepping the mast. Placed below the spreaders.
