Sounds like a product I used ten+ years ago that you wipe on an old dull fiberglass finish to give it a shine but you need to reapply every year.It adds a film.
I use NuFinish on my cars routinely and have used it on the boat. I think it’s fine as a longer lasting wax/sealer type of product, but I don’t think it will truly restore dull gelcoat. It may provide some shine over the dull, but it will pretty quickly fade as the sun works on the surface imperfections. Once the surface is dull the best way to get a longer lasting shine is the steps at Tips For A Great Buff & Wax. It’s a lot of work but the results are significantly better and much more long lasting.
It's been 25+ years since I tried NuGlass on one of my boats...unless they've changed it since then, it was blotchy and and only one Ace Hardware product of which I've forgotten the name would remove it--and that required a LOT of work.
