I recently watched a boat get boarded by the Coast Guard when it was at anchor off Brighton Beach, Brooklyn. It was clearly out of the channel and the cable area and a safe enough distance (it seemed) from the public beach on shore.
I know that anchoring anywhere in the Upper Harbor is by permit only. I've spent the night anchored in Gravesend Bay in the Lower Harbor, which I gather is the best protected anchorage south of the narrows. However, I just read in a USCG press release that anchoring there is now limited to the purposes of changing crew or making repairs, etc.
How can I find out exactly where I'm prohibited from anchoring in the area?
