Once the sail is on the spar, tie the halyard around the spar at the nubs which should be at the gap in the sail sleeve on the luff. The halyard then goes through the eye at the top of the stub mast and then down to an eye or block on the deck then back to a cleat behind the mast. This puts the middle of the long spar at the top of the stub mast when it's pulled up. The downhaul goes through another cleat behind the mast. The mainsheet ties onto one of the blocks and goes back and forth to get the ratio you want between the two blocks. On mine the outhaul has a clip tied to the sail to attach to the end of the mast. For the centerboard there should be a short line on the aft top to tie down. The two stubs slip into a wider groove forward; it can pivot about those. My rudder attachment is jury rigged so yours is probably different. Hope that helps. I've had mine for 22 years and it's a great little boat......Bob xktaylor@yahoo.com
