Has anyone driller holes in the dam under the engine compartment to allow water to drain into the bilge. If, yes how deep did you have to drill and were there any complications.

If you drill a hole there and you have an oil leak or spill it will pump overboard and can cost big bucks in fines..If all is as it should be with your engine the pan should stay virtually dry all the time..

Discharge

Yes, there are complications. The Federal Water Polution Control Act prohibits the discharge of oil or oily waste into or upon the navigable waters of the United States "if such discharge causes a film or discoloration of the surface of the water or causes a sludge or emulsion beneath the surface of the water." Violators are subject to substantial civil penalties and/or criminal sanctions including fines and imprisonment. By the way, when they drag you into court, "Exhibit A" is going to be a photograph of the drain you installed in the oil barrier, thus allowing spilled out to flow into the bilge and be pumped overboard.
