Most research says that it does no good or harm.. If magnetic fields were toxic, folks wouldn't survive MRI..
Most of the reading that I've done says that people who have used these successfully have used them after a big algae problem and have cleaned up the tank and started to use additives in addition. The cure is usually attributed to the magnet device, but it most likely is the clean-up and additional care taken after the problem. There is lots of positive press, but lots of it is solicited stuff, written by folks who can gain from selling the product.

Don't waste your money. One was installed ln my boat when I bought it but it apparantly had no effect on the cleanliness or dirtiness of my fuel.

When I had a clogged Racor occur, I polished my fuel, installed an access port to clean out the tank after emptying it (at the same price, a far better investment), threw the Algae-X away, and changed my Racor. Haven't had a problem since.

Any algae problem settles to the bottom of your tank. Until you remove it, any stirring up will put it into suspension and cause on-going problems. You should be able to find a commercial fuel polisher to remove and/or clean your fuel.
