What is the best adhesive to use to attach new liner to bulkhead. I have scraped off the foam from the previous liner (someone had ripped out the liner before I acquired the boat ['79 27']).
Body shop H.D. Headliner and Carpet adhesive. It bonds foam, carpet, fabrics, plastics, rubber, etc. It is resistant to extreme weater conditions and is water resistant. You should be able to find it in most shops that sell automotive paint or ask a local body shop. 3M probably has something similar out there also.
I found Aerosol to be less than tidy and expensive
Plain 'ol contact cement from Home Depot is only ten bucks a gallon and just as easy to use in that application. That spray adhesive is over 12 bucks (3M) for a pint. The coverage area per ounce is similar. Been there.
